2026 Reappraisal
The State of Vermont Tax Department has issued an order to reassess all parcels within the Town of Colchester.
Vermont municipalities are required to appraise properties on their Grand List so that properties are fairly and equitably assessed/taxed under Vermont State Statute for the purposes of State Education taxation and Municipal services. . In 2022, Colchester’s CLA dropped below the 85%, triggering the State’s mandate in accordance with Vermont Statutes. Applicable State law requires reappraisals when the Common Level of Assessment (CLA) drops below 85% or rises above 115%
To comply with the State mandated reappraisal, the Town has contracted with Vision Government Solution Inc. (Vision) to complete a town wide reappraisal in 2026.
Beginning in January 2025, Vision will begin the data collection process. Vision will have Data Collectors working in neighborhoods and going door to door to conduct inspections of all properties to collect parcel data such as a building size, age and condition. You will be mailed a letter from the Town prior to being contacted by Vision. The purpose of collecting this property data is to ensure the new assessments are based on accurate up-to-date parcel data. The more accurate the parcel data, the more equitable the assessments will be. The Town will notify all property owners when the Data Collectors will be working in their neighborhood prior to the Data Collectors starting. Property owners will have the opportunity to schedule an appointment with the data collectors. We strongly encourage all property owners to cooperate in this process to ensure accurate data and fair assessments.
In the spring of 2026, Vision will send out a Notice of Assessment Change to all property owners. These notices will have the proposed assessments as well as information on when and where the informational hearing will be held by Vision. Once Vision has conducted the informational hearing and addressed any questions or concerns property owners may have, the Town will mail out the official Change of Assessment Notices to all property owners. The Change of Assessment Notices will be a list of all properties in the town and will include the prior assessed value, the new 2026 assessed value, and the new 2026 Homestead and Housesite values. It will also include information on how to appeal an assessment to the Town's Board of Listers.
